Vehicles intended for use off a public highway as defined by the Regulation respecting the application of the Automobile Insurance Act , CQLR c. A-25, r. 1 - s. 9(6).

Although a municipality authorizes the circulation of said vehicle on some municipal roads, this does not change the intended use of the vehicle to be used off public highway.
